Conformance Status
Our goal is to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 at the AA level. WCAG defines how to make web content more accessible to people with disabilities — including blindness and low vision, deafness and hearing loss, learning disabilities, cognitive limitations, limited movement, speech disabilities, and combinations of these.
This website is partially conformant with WCAG 2.1 AA. Partial conformance means some aspects of the site may not yet meet the standard; we are actively working on these areas.
Accessibility Features in Place
We have implemented the following accessibility features:
- Semantic HTML with proper landmark roles (header, nav, main, footer), heading hierarchy, and ARIA labels where needed.
- Keyboard navigation — every interactive element is reachable with Tab and operable with Enter or Space.
- Visible focus indicators (a gold outline) on all focusable elements.
- Skip-to-content link for keyboard and screen-reader users.
- Color contrast targeted at WCAG AA minimums; our navy/gold/white palette was chosen with readability in mind.
- Alt text on informative images; decorative images are marked appropriately.
- Touch targets sized to a minimum of 44 × 44 CSS pixels for buttons and links, meeting WCAG 2.5.5.
- Reduced motion — animations and transitions are minimized for users who set
prefers-reduced-motion: reducein their operating system. - Responsive design — content reflows and remains usable from 320 px viewport upward without horizontal scrolling.
- Color independence — information is not conveyed by color alone.
- Form labels on every form field, with accessible error messages.
- Video accessibility — all videos on the site are muted, optional to play, and decorative (no audio content that requires captions). Where future video content includes spoken content, we will provide captions.
Known Limitations
Despite our best efforts, some content on the site may not be fully accessible. Known limitations include:
- Third-party content (such as embedded maps or future application portals) may not fully meet our accessibility standards.
- Some older PDF documents may not be fully tagged for screen readers; we are working to remediate these.
We are actively working to address these limitations and welcome your feedback.

This site is designed to be compatible with the following assistive technologies, when used with the most recent two versions of major browsers (Chrome, Edge, Firefox, Safari):
